NASA task force negotiated consent order based on Merrill's failure to license/register its "client associates" in necessary states between 2002 and 2009 (incl WI). Consent order requires firm to establish trade monitor system to prevent employees from entering client orders from states where employee is not licensed. Order imposes a monetary penalty for WI of $327,040 based on estimate of WI licensing fees not paid for the relevant period.
